The 1:500K Base Map is now available for download from CaSIL GForge, at the following location:

Alternatively, the files can also be retrieved at:

http://gis.ca.gov/casil/doc.ca.gov/base_maps

Hint for developers of map services: set the transparency color to white for this service to blend with other data layers, such as Hillshades, and adjust the level of transparency as appropriate.
